The Short Answer

DOT testing is ocnducted under U.S. Department of Transportation rules for employees covered by a DOT agency or U.S. Coast Guard testing regulation. Non-DOT testing is conducted outside that federal DOT program, usually under an employer's policy or another organization's requirements. The two processes are not interchangeable.
